There are many tribes all across the Northlands but the most powerful are known as the Elder Clans. Each of the elder clans will have a number of lesser clans sworn to them.
The ruler of an Elder Clan is a monarch and is typically elected from the previous monarch's family by the Jarls. Jarls serve as lords, generals and advisors to a monarch. The monarch has absolute power over the clan, and its lesser clans. Any Jarl can publicly challenge the monarch however, the monarch must then negotiate with the challenger, step down as monarch or return the challenge in the form of a duel or physical competition. The third option is the most popular. While combat duels to the death are a common way to resolve these challenges, other competitions include carrying large boulders uphill, swimming the icy waters, jumping into water from great heights, holding red hot metal rods for long durations. These contests still often result in death or maiming.
Lesser clan is a clan that has sworn itself into service of an Elder clan, usually after being defeated in battle. The ruler of a lesser clan becomes a Jarl, a lesser clan can only have one Jarl within its Elder, meaning they usually get overshadowed in war councils. Lesser clans can have their own subjects, usually small villages who pay tribute to them to avoid being raided. While it is discouraged for lesser clans within the same elder clan to fight each other, it does happen.
